The Department of Education is carrying out a consultation to find out what the public think about changes to legislation that would require young people to stay in education, apprenticeship or training until the age of 18. Approximately 2,000 young people leave school at age 16 or 17 for a number of reasons including health, anxiety, caring responsibilities, low motivation or lack of knowledge around options. Staying in education, apprenticeship or training until the age of 18 will provide young people with more support to be successful in the future.
We understand that young people’s paths may look different depending on their goals and ambitions. The legislation would require young people to stay in school or EOTAS (Education Other Than A School) or they could move to a Further Education college. They could also start training for a job or apprenticeship, working or volunteering providing it is at least 20 hours per week. We would expect young people to study towards a recognised qualification during this time. Choosing home schooling for the first time at 16 or 17 would not be an option. This consultation would be best suited to young people at post-primary age or those who have recently left school.
In preparing to complete the feedback survey you should consider:
Why might young people choose to leave education at age 16?
What are the benefits of remaining in education or training until you are 18?
Which education/training option would be your personal preference and why?
What might encourage you to continue in education or training until you are 18?
Are there any situations when this law might cause difficulties?
What do schools / colleges / youth organisations / Department of Education / Department for the Economy need to do to support young people to stay in education?
